The Premier's remarkably clear shift on the United Kingdom's after-Brexit relations to the EU this weekend was crafted to send a message to business, to European institutions, and to fellow EU nations, in addition to his political supporters.

A New Approach for Relations

Tighter post-Brexit commercial ties are now expected to be considered as within an annual process of bilateral talks rather than exclusively at this year's formal review of the trade and cooperation agreement.

Parliamentary Pressure

Some parliamentarians, labor representatives and government figures have joined calls to proposals formalised by legislative actions last year that resulted in a non-binding vote.

He gave a clear answer that rejoining the tariff union was not the priority, as it undermines what he considers a major accomplishment of the last twelve months: the signing of high-quality agreements with the America and India, with additional to come in the Middle East.

Prioritising the Single Market

Rather than the customs union, his emphasis is on forging a "more integrated partnership" with the EU's single market, which would avoid tearing up those recently signed agreements with other nations.

European capitals were underwhelmed by the limited scope in earlier discussions, notably the British rejection of proposals advanced by some commentators regarding the virtual readmission of British exports to the single market.

The precise arrangements on energy cooperation and food and farm standards is still to be finalised. A proposal for UK defence firms to be participate in a major defence loan fund has stalled over the cost of the contribution, after some objections from Paris. Canada has entered the scheme.

Observers note that the recent publication of a key US strategy document has altered the backdrop on UK relations with Europe.

The strategy stated that the US would "foster opposition" to Europe's current trajectory and applauded the "growing influence" of patriotic European parties.

Among officials, there is some recognition that the rapidly changing world has shifted once more.

Home Considerations

At home, the administration also foresees being outflanked on Brexit by one opposition party, but potentially others, which is targeting its stronghold regions in local votes.

The Premier's latest comments are borne of a combination of commercial realities, politics and geopolitics as the UK enters a year that will mark the decade milestone of the historic Brexit referendum.
